The unified Arab card
This card is issued for libyan cars traveling to the Arab countries that are members of the unified agreement to drive through the Arab countries. It is a geographical extension of the compulsory insurance to be effective outside libya, as it covers civil liability towards third parties according to the law of the visited country.
